introduced by supervisor cohen. >> this is an item that has been introduced by supervisor cohen. before i turn it over to supervisor cohen, i want to thank her for being here. i just wanted to sort of just make a quick note about these items, number of issues that we'll be discussing. you know, my experience having been on the other end at some point having been an employee of the san francisco unified school district, my hope and my intent as we tackle some very difficult issues which impact all of us is that we do so in the spirit of how do we work together as a city and as a school district to address these issues. i know that in the past some folks on the school district end had felt the prior discussion that has taken place in this committee has been about pointing fingers, and i really think that while it's important for all of us to be accountable, that the goal here is to figure out solutions for these very complicated issues. so, it is in that spirit that i hope we have this discussion. so, with that, i turn it over to my colleague, supervisor cohen. >> thank you very much. good

. supervisor cohen? >> thank you very much, mr. chair. listening to supervisor campos's comments it makes me think about our comprehensive approach to cell towers an item we haven't taken up in a while, but i remember thinking that we need a comprehensive strategy to help direct where we can be placing cell towers in strategic locations that won't have avenue adverse impact on the communities, particularly these persons that do not want these cell towers in their neighborhoods. mr. chair, if i may ask supervisor wiener just a couple of questions and just really claire fying questions about the dashboard. i'm curious if you could articulate to me that you said that the dashboard only gives one piece of the puzzle. and i'm wondering if you could give suggestions as to what pieces or what is missing or in what areas that this dashboard in this item that we're discussing is lacking? >> sure. as i discussed earlier there were a few areas and just by way of example. it doesn't talk about 120-150%. it doesn't talk about size of units. it doesn't talk about changes to density. it doesn't talk abo

have done around this matter. i also want to say that i thank supervisor cohen for her questions. she rightly raised a couple of issues that i hadn't thought about, which are important. the impact that this kind of operation could have on the surrounding neighborhoods, even though it's technically in daly city. and i appreciate that there was an environmental review. the thing about it though is at least as presented the focus seemed to be on what happens in daly city, and the more i think about it, i think it would have been helpful to maybe do outreach in some of the surrounding neighbors that are actually in san francisco. whether it's vernal heights and other parts around bayshore boulevard area. so i think that raises another set of concerns that i hadn't really thought about. let me say that i want to thank the chair of the budget committee for the fact that there was a very, i think, substantive discussion of this item. and i know that a lot of work went into it and i understand why some of my colleagues will be supporting this lease. i just want to briefly note that i will not

amend as he described. is there a second to his amendments? seconded by supervisor cohen. discussion? supervisor olague? >> i'm fine with the one regarding the income, monitoring additional. the reason we left it at 120 is the standard that abag and others apply. it wasn't that we were against it, but certainly we didn't have many concerns with adding that. but the other issue i don't support the second amendment at this time. i think there are area plans and other housing that comes that are not necessarily going to go to the planning commission automatically. market octavia, eastern neighborhoods, and other plans. i believe that some of the projects because of the way the plans were finally approved, some of that housing won't come back for additional reviews to the planning commission. there are a lot of as of rights housing projects that i assume don't ever go to planning. so it's those projects that i'm concerned that we won't be capturing, if we add that second amendment. and that is why when the planning department came to our office initially asking us to add the amendment, w
